Im not sure why he decided to come back, maybe it was to redeem himself from his last failure, or maybe he couldn't resist the urge to rule. Between these 100 days he tried taking over again, many of the people still loved him and were loyal to him but others, wanted Louis son to rule. Napoleon failed at taking over. They ended up sending him back to another island, where he stayed.
